Not getting an apartment that allows pet?

Certain corporate housing societies include their own clauses regarding banning pets, or include a separate set of rules, which is illegal unless they have a strong ground to prove so.
Under Section 11 of the Prevention of Cruelty to Animals Act, 1960, it is illegal for housing societies to pass resolutions disallowing pets.

The Act specifies that there should be no infliction of cruelty on animals and that they should be treated as members of the family, which makes any sort of irrational behaviour meted out to pets unconstitutional and also illegal.

There is also no law that stops the owner of a pet from using the lift with an animal.
